Vision

The vision of the energy efficiency programme is to support the Helsinki region's development into the EU forerunner for energy efficiency businesses, thereby supporting development of the sector nationally. The energy efficiency theme is concentrated on the urban environment, specifically in terms of buildings, land use planning, infrastructure and transport. The objective of the programme is to create projects that promote sustainable, energy efficient development with a focus on developing the role of ICT in energy efficiency to create new services and business ideas.

Projects contained within the energy efficiency programme focus on the following areas:

  • demonstration areas, low energy construction
  • municipal governance development projects, e.g. new design models, adoption of life-cycle approach and training, innovative public procurement
  • holistic system optimisation, technical innovations
  • export promotion
  • production innovations (biomass, geothermal, solar, heat pumps, the role of CHP)
  • distribution innovations (low temperature solutions, the role of city in energy distibution)
  • district cooling
  • end-user efficiency and innovations e.g. measurement, optimization, energy comsumption management, electricity, lighting, natural and renewable energy, low energy construction
  • distributed energy generation
  • ICT for energy efficiency

Energy efficiency in the urban environment is the second major focus area, the first being environmental monitoring, coordinated by Green Net Finland as part of the National Centres of Expertise programme in the Uusimaa Region.

Objectives

The objectives of the National Centre of Expertise energy efficiency programme (2007-2013) in the Uusimaa Region are:

  • to implement 2 significant energy efficiency demonstration areas that can be used as a reference by participating companies to develop their export markets
  • to create 5 new development projects, with a volume of at least 5 MEUR
  • to create 10 new national or international company partnerships
  • to develop 3 new partnerships between international networks to facilitate international cooperation

Working group

The purpose of the working group is to direct programme planning and act as a forum for cooperation. The members of the working group are:
